Cung cấp dịch vụ Internet cần phải rõ ràng hơn về ‘sợi quang’, Ofcom đòi hỏi

Trong bối cảnh ngày càng nhiều người dùng phụ thuộc vào Internet tốc độ cao, cơ quan quản lý truyền thông của Anh, Ofcom, đã yêu cầu các nhà cung cấp dịch vụ Internet (ISP) phải minh bạch hơn trong việc quảng cáo các gói cước “sợi quang”.

Theo Ofcom, nhiều nhà cung cấp đang sử dụng thuật ngữ “sợi quang” một cách chung chung, không rõ ràng, khiến khách hàng khó hiểu về thực chất dịch vụ họ đang đăng ký. Cụ thể, sự khác biệt giữa cáp quang toàn phần (Full Fibre) và cáp quang một phần (Fibre-to-the-Cabinet) không được giải thích rõ ràng, dẫn đến hiểu lầm về tốc độ và chất lượng kết nối.

Ofcom nhấn mạnh rằng chỉ các dịch vụ Full Fibre, với đường truyền cáp quang kéo thẳng đến tận nhà khách hàng, mới đảm bảo tốc độ và độ ổn định tối ưu. Trong khi đó, Fibre-to-the-Cabinet chỉ sử dụng cáp quang đến tủ phân phối gần nhà, phần còn lại vẫn dựa trên cáp đồng truyền thống, dễ bị suy giảm chất lượng.

Để giải quyết vấn đề này, Ofcom đã đề xuất các biện pháp cụ thể, bao gồm việc yêu cầu các ISP phải ghi rõ loại kết nối “sợi quang” mà họ cung cấp, đồng thời cung cấp thông tin chi tiết về tốc độ tối đa và độ trễ trung bình. Điều này sẽ giúp người dùng đưa ra quyết định sáng suốt hơn khi lựa chọn dịch vụ Internet.

Ofcom cũng kêu gọi các nhà cung cấp nâng cao nhận thức của người dùng về các loại kết nối khác nhau, cũng như giải thích rõ ràng về lợi ích và hạn chế của từng loại. Điều này không chỉ giúp khách hàng hài lòng hơn mà còn thúc đẩy sự cạnh tranh lành mạnh trong ngành viễn thông.

Với những yêu cầu mới này, Ofcom hy vọng sẽ tạo ra một thị trường Internet minh bạch hơn, nơi người dùng có thể dễ dàng so sánh và lựa chọn dịch vụ phù hợp nhất với nhu cầu của mình.

Consumers must be told clearly about the technology that underpins their broadband service when signing up to a new deal, under new Ofcom guidance for providers that comes into force today.

Full-fibre networks are currently being deployed at pace, meaning customers are increasingly able to choose from a range of different network technologies for their broadband service. However, the term ‘fibre’ has previously been applied inconsistently by the telecoms industry and often used to describe different types of networks, leading to confusion among customers.

From today, broadband providers will need to be clear and unambiguous about whether the network they use is a new ‘full-fibre’ network – with fibre all the way to a customer’s home – or a ‘part-fibre’, ‘copper’, or ‘cable’ network. Providers will no longer be able to use the term ‘fibre’ on its own.

This information must be given to consumers before they agree to purchase a broadband service, regardless of whether they sign up in person, over the phone or online.

Specifically, providers should:

• give a short description of the underlying network technology of each broadband product using one or two terms that are clear and unambiguous, such as ‘cable’, ‘copper’, ‘full-fibre’ or ‘part-fibre’. These descriptions should be offered at point of sale on the website, and before the final purchase in contract information, and in the contract summary;
• not use the term ‘fibre’ on its own to describe the underlying broadband technology. This would mean, for instance, that ‘full-fibre’ (or a similar term) is only used to describe networks which use fibre-optic cables all the way from the exchange to the home. Similarly, ‘part-fibre’ (or a similar term) would describe those services with a fibre-optic connection from the local exchange to the street cabinet and then usually a copper wire connecting the street cabinet to the customer’s home; and
• give a more thorough explanation of the underlying broadband technology – for example through a link – so that consumers can understand in more detail what it means for them. This information must be provided in an accessible form that is easy to understand.
